You're certainly right in principle, but since for the moment we cannot perform the genetic engineering necessary to get rid of the source of the disposition to become diabetic in the presence of various environmental stresses, we can make some progress and save perhaps a few people by identifying and avoiding these triggers. Thus mothers in families with a history of type 1 diabetes are being urged to avoid giving their children cow's milk as infants. This may spare a few people who do not later bumble into one of the many other unknown triggers for the disease while we are batting our heads against the brick wall of genetic engineering.
