Yes, I think the absolute increment is 3.0-0.4=2.6%, but the relative increment is 3.0/0.4=7.5 (750%).
I belive this last data is more significan (if my father has DMID I have 7.5 times more risk to suffer this disease that other people), but in any case I am not a mathematician.
I have taken those data from a table of a medical book. I have not more details about this study, but in the bibliography is showed the source ot those data:
