DRWG Report - Questions

I want to preface this by saying that I will read the DRWG’s full report before I take any action; it is only fair that I do that.

But I do have questions for which I feel the need to have answers. If and when I do write letters, I want to make sure they go to people who can make or influence decisions. Can anyone help me with these questions?

1. Is the DRWG report now going to be considered a “funding bible”? Presumably, Congress can act to provide more funds for research but will not specify in what areas funds should be spent. Can they specify areas? Will NIH folks reject research that doesn’t fall within the recommendations outlined in the DRWG report?
2. Who are the folks who actually decide what/who will be funded and what/who won’t? NIH people only? Some panel of NIH and non-NIH scientists/researchers? My problem is that I don’t understand the process of NIH funding.
3. If I think certain research areas aren’t getting their “proper share” of funding, whom should I contact? Congress? (Who?) NIH? (Who?)
4. Would it really do any good for me to write Dr. Kahn or other members of the DRWG to express my opinions about research areas I think are not being paid adequate attention? They’ve done what they were directed to do. Could they still be of influence?
5. Would it do any good to write to Congress about my opinions regarding research areas I think are not being paid adequate attention? (Ties in with #1)
