Safety is the primary issue regarding the FDA and giving approval to continue to phase II.
Yes, the scientists were concerned with not having any safety issues (even though it was not expected to be a problem) because if a "fluke" illness occurred, the FDA could have put the whole project on hold. However, yes..Faustman and Nathan were more interested in seeing the data from the blood assays.
