Not all diabetics have the same (genetic) weak points, and when wanting to justify a certain price tag for the islet therapy I would suggest to include all relevant complications observed in a control group (data from this exist to great extend already) versus the test group getting therapy from LCT.
Like e.g. diabetic neuropathy is observed in 60-70% of all diabetics, this would be very relevant to include, as the related femoral nerve disease is still major contributor to lower extremity amputations. Next you have rethinopathy, arteriosclerosis and nephropathy...
All complications which individually equally can be monitored for during the trial and each carries a high and fairly well-known price tag for society.
These (savings) added up will give you the benefits in health economic terms and thereby justify your suggested pricetag/reimbursement level when negotiating with healthcare authorities/insurance companies/etc.
