In the most extreme example, saving a persons eyesight and avoiding amputations can change an individual that would have needed many years of long term care into a working person that contributes to the tax base. Accounting for the average cost of treatment per case, the expected benefit distribution across the patient population, and the effect this has on reducing health care costs and increasing the productivity of the workforce is no simple calculation. An accurate cost/benefit analysis will likely require team of actuaries. I'd pose this question to an insurance company; these companies thrive based on their ability to perform this sort of analysis. Good luck.
