I would imagine the super-oxygenation of the patients' blood helps ensure successful regeneration of the stem cells into islets. The patients are put into the chamber of pure oxygen and the pressure increased to some point higher than normal atmospheric pressure. Maybe twice the pressure, or 30 pounds per square inch (instead of our normal 15). This would saturate the blood with oxygen, probably stimulating cell growth.

The author elaborated a bit in the paragraph that followed: After some time in the chambers, the experts say that the immature stem cells have developed into pancreatic ones. They add that it's possible that the high oxygen pressure and purity have drawn even more stem cells from the bone marrow.
